agitent la France depuis plus de deux mois auront mis en \u00e9vidence diverses revendications mais attardons-nous sur l\u2019une d\u2019entre elles qui peut se d\u00e9cliner au niveau local :<\/span><\/p><h6><b style=\"font-style: inherit;\">Une demande plus forte de d\u00e9mocratie directe et de participation de la part des citoyens<\/b><\/h6><p><span style=\"font-weight: 400;\">Ne tombons pas dans le pi\u00e8ge de vouloir jeter nos institutions mais regardons plut\u00f4t comment mieux les faire fonctionner.<\/span><\/p><p><span style=\"font-weight: 400;\">La d\u00e9mocratie directe peut sembler attractive mais est-elle vraiment r\u00e9aliste dans un pays de plus de 65 millions d\u2019habitants ?<\/span><\/p><p><span style=\"font-weight: 400;\">Ne faut-il pas plut\u00f4t repenser notre d\u00e9mocratie repr\u00e9sentative en mettant en \u0153uvre une r\u00e9elle participation des citoyens pour remplacer une d\u00e9mocratie participative de fa\u00e7ade ?<\/span><\/p><p><span style=\"font-weight: 400;\">Au niveau municipal, il est ais\u00e9 &#8211; des exemples concrets existent et fonctionnent &#8211; d\u2019<\/span><b>impliquer les administr\u00e9s \u00e0 tous les stades des projets<\/b><span style=\"font-weight: 400;\"> : de l\u2019analyse des besoins \u00e0 l&#8217;\u00e9tude de faisabilit\u00e9 et au choix des diff\u00e9rentes options.<\/span><\/p><h6><em><strong>Quelles solutions ?<\/strong><\/em><\/h6><p><b>R\u00e9unissons\u00a0<\/b><span style=\"font-weight: 400;\">par exemple, autour des \u00e9lus <\/span><b>et pour chaque projet d\u2019envergure<\/b><span style=\"font-weight: 400;\">, des administr\u00e9s tir\u00e9s au sort pour garantir une repr\u00e9sentativit\u00e9, des citoyens volontaires, des repr\u00e9sentants des associations locales, des experts sur le domaine concern\u00e9 et des collaborateurs municipaux, ce qui permettrait de d\u00e9finir des projets bien con\u00e7us, r\u00e9pondant aux besoins de la collectivit\u00e9 et mieux compris par les administr\u00e9s.<\/span><\/p><h6><strong><em><span style=\"font-size: 16px;\">Cette approche doit permettre de <\/span>comprendre les enjeux<span style=\"font-size: 16px;\">, de <\/span>d\u00e9battre des options<span style=\"font-size: 16px;\">, d\u2019<\/span>\u00e9laborer les projets<span style=\"font-size: 16px;\"> et de <\/span>d\u00e9cider<span style=\"font-size: 16px;\">.<\/span><\/em><\/strong><\/h6><p><span style=\"font-weight: 400;\">Certaines communes ont \u00e9galement mis en \u0153uvre des <\/span><b>budgets participatifs ou d\u2019initiative citoyenne<\/b><span style=\"font-weight: 400;\"> : ainsi, les administr\u00e9s, dans le cadre de conseils de quartiers ou conseils participatifs, peuvent proposer des projets qui sont d\u00e9battus, chiffr\u00e9s et qui font ensuite l\u2019objet d\u2019un arbitrage. <\/span><\/p><p><span style=\"font-weight: 400;\">Finissons-en avec les consultations obligatoires qui sont organis\u00e9es une fois que les projets sont d\u00e9finis, bien ficel\u00e9s et que l\u2019on ne souhaite pas remettre en cause.<\/span><\/p><p><span style=\"font-weight: 400;\">Assez avec les conseils de quartiers qui ne sont que des alibis et des ersatz de d\u00e9mocratie participative car sans budget ni moyens et qui voient se d\u00e9courager leurs participants, faute de voir aboutir leurs demandes et leurs travaux.<\/span><\/p><p><span style=\"font-weight: 400;\">Une \u00e9quipe municipale ne peut et ne doit plus attendre la fin de la mandature pour consulter \u00e0 nouveau les administr\u00e9s. <\/span><\/p><h6><em><b style=\"font-style: inherit;\">Une meilleure d\u00e9mocratie commencera par l\u2019implication de tous dans les d\u00e9cisions concernant la vie \u00e0
